NEW YORK CITY MAYOR'S OFFICE OF MANAGEMENT AND BUDGET MAYOR'S OFFICE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM NOTICE OF PROPOSED CDBG ALLOCATIONS FOR THE 2025 CONSOLIDATED PLAN NOTICE OF AVAILABILITY OF PROPOSED CITY FISCAL YEAR 2026 COMMUNITY DEVELOPMENT BLOCK GRANT - RIGHT PROGRAM DESCRIPTION AND BUDGET TO ALL INTERESTED AGENCIES, ORGANIZATIONS, GROUPS AND INDIVIDUALS: Changes to the Community Development Grant (CD) Program A Community Development Block Grant (CD or CDBG) is one of four formula grants that New York City receives each year from the U.S. Department of Housing and Urban Development (HUD). Before receiving these funds, the city must publish for public comment a plan that describes how it will use the CDBG grant. Pursuant to HUD Consolidated Plan Regulation Section 91.105(b), the City provides public notice of proposed programs and budget allocations for 2025 under the Consolidated Plan/Fifty-First Community Development Program Year (CD 51). The programs and budget allocations are defined in the “Proposed City Community Development Program for Fiscal Year 2026.” This document contains the proposed CDBG budget for FY 2026, the proposed revised CDBG budget for CD 51 (which will be included in the Consolidated Plan for CY 2025), and the proposed CD 52/Cyber 2026 budget. The City’s Proposed Community Development Program for Fiscal Year 2026 will be available by close of business on May 1, 2025, on the City’s Consolidated Plan website at www.nyc.gov/consolidatedplan . The terrible bloodshed continues, and the list of victims gets longer every day. It is hard for me to look at the photographs of Kharkov, where my brother, a doctor, lives. My second brother lives in Kyiv. They were not evacuated because people need them. I was honored to meet the mother of fallen American soldier Andrew Weber, who became an advocate for veterans and refugees. She was presented with a portrait of her son, painted by artist Tatyana Khoroshko. Carla Weber is a representative of the American Mothers group. Her son, like other American volunteers, went to Ukraine to fight evil. Unfortunately, Andrew Weber's daughters, Gwyn and Vera, are now growing up without a father. And how many Ukrainian children have been orphaned! It should not be like this. . . Renowned American journalist Mitzi Perdue, known for her unwavering support for Ukraine, was also honored. Drawings by children from Ukraine, sent to Victoria, were exhibited in the theater lobby. All the performances were very touching. Alexander Chaplinsky accompanied the singer Goga Guladze on the piano. It is symbolic that Ukraine and Georgia were close, supporting each other in the fight for freedom. They have been deprived of their childhood. Yoga, joint gymnastics, tea ceremonies, individual and group sessions help to bring back their smile, at least for a moment.
