PROGRAM DESCRIPTION AND BUDGET
TO ALL AGENCIES, PUBLIC COUNCILS, ORGANIZATIONS AND CITIZENS:
Changes to the Community Development (CD) Block Grant Program
The Community Development Block Grant (CDBG) program is one of four formulaic grant programs (Entitlements) awarded annually to the City of New York by the U.S. Department of Housing and Urban Development (HUD).
Before receiving these funds, the city is required to publish for public comment a plan outlining how the CDBG grant funds will be used.
In accordance with Section 91.105(b) of the HUD Consolidated Plan regulations, the City notifies the public of the proposed programs and budget allocations under the Consolidated Plan for FY2026/the fifty-second program year of the Community Development Program (CD 52). The programs and budget allocations are presented in the document " Proposed City Community Development Program for FY2027 ."
This document includes:
• the city's proposed CDBG (Entitlement) grant budget for fiscal year 2027,
• the revised proposed budget for program year 52 (to be included in the Consolidated Plan for calendar year 2026),
• Proposed budget for program year 53/calendar year 2027.
The document " Proposed City Community Development Program for Fiscal Year 2027 " will be available by the end of business on May 1, 2026, on the official website of the City Consolidated Plan:
