NEW JERSEY TRANSIT CORPORATION REQUEST FOR FEDERAL FINANCIAL ASSISTANCE FOR FEDERAL FISCAL YEAR 2026
The New Jersey Transit Corporation (hereinafter referred to as NJ TRANSIT), pursuant to the Infrastructure Investment and Jobs Act (IIJA), hereby gives notice of its intent to apply for Federal financial assistance for Federal Fiscal Year 2026, to carry over unused funds from Federal Fiscal Years 2025, 2024, and 2023 from the following programs: $346.948 million under Title 49, United States Code, Section 5307, for Operating and Financial Assistance; $350.376 million under Section 5337, Maintenance; $39.136 million under Section 5339, Buses and Bus Infrastructure; $18.160 million from Title 49, United States Code, Section 5310, "Agile and Disabled Persons Mobility Improvement," and Section 5311, "Rural Transportation Program"; $314.607 million from the Federal Highway Administration Investment Fund; $124.389 million in discretionary or competitive funding; $3.980 million in congressionally funded projects/demonstration projects/community projects; for a total of $1,197.596 million.
Federal revolving funds for local programs will be supplemented, as needed, by funds provided by the State of New Jersey and local beneficiaries in accordance with federal and state guidelines. NJ TRANSIT intends to secure the non-federal share of capital projects through transportation infrastructure loans or financing from the Transportation Trust Fund and other eligible sources. The Federal Program for Federal Fiscal Year 2026 is presented below.

A. Acquisition of property/Environmental, economic and social aspects Any property acquisition and relocation that may be necessary will be conducted in accordance with applicable statutory provisions and regulatory requirements. Social, economic, environmental, and relocation studies will be conducted as required by law. If required by applicable laws and regulations, interim results of such studies may be presented at an upcoming public hearing, and an opportunity for further public comment will be provided. Prior to the implementation of any project, and to the extent necessary, NJ TRANSIT may prepare an Environmental Assessment or Environmental Impact Statement in accordance with federal rules and regulations. The availability of this document will be made known by publication in the same manner as this notice. NJ TRANSIT will comply with and adhere to all federal laws and regulations regarding structures or properties listed on or included in the National Register of Historic Places.
B. Integrated planning NJ TRANSIT projects are developed in consultation with the following planning organizations: the North Jersey Transportation Planning Authority (NJTPA), which is the authorized Metropolitan Planning Organization (MPO) for the urban communities of northeastern New Jersey; the Delaware Valley Regional Planning Commission (DVRPC), which is the authorized MPO for Camden, Mercer, Burlington, and Gloucester counties; and the South Jersey Transportation Planning Organization (SJTPO), which is the authorized MPO for Cumberland, Salem, Atlantic, and Cape May counties. MPOs serve as forums for local decision-making regarding proposed projects. Projects are developed in consultation with elected officials, interested citizens, and private bus service providers.
C. Participation of private enterprises Through the MPO-led comprehensive planning process and ongoing communication with NJ TRANSIT regarding private carriers, NJ TRANSIT continues to discuss private carrier participation in the capital program. NJ TRANSIT also actively encourages private sector participation in the development and implementation of public transportation in New Jersey.
D. Elderly people and people with disabilities The services provided will be consistent with NJ TRANSIT's program for reduced-fare rail and interstate and intrastate bus transportation for seniors and individuals with disabilities. Every effort will be made to plan and develop program details that include accessible infrastructure and carefully consider the specific needs of seniors and individuals with disabilities.
E. Public Input NJ TRANSIT invites the public to comment on the projects listed above and on the effectiveness of the work being done. Based on the comments received in response to this notice and the information provided, NJ TRANSIT may modify the above program prior to final submission to the Federal Transit Administration (FTA) and, in accordance with FTA regulations, will determine whether a public hearing is necessary. The final program for projects funded by approved grants under Sections 5307 and 5339(a) in FY 2026 will be published on the NJ TRANSIT website.
