Public hearings
The Triborough Bridge and Tunnel Authority (TBTA) , operating as MTA Bridges and Tunnels, will hold public hearings pursuant to sections 385-a and 1180-e of the Vehicle and Traffic Act regarding the Dynamic Vehicle Weight Control and Work Site Speed Enforcement Programs. The hearings will consider the public use, benefits, purpose, and locations of these legislative proposals and will provide the public with an opportunity to comment.
Project Description
TBTA is implementing cutting-edge technology, recently approved by New York State, to protect the structural integrity of TBTA-operated bridges and tunnels. Specifically, TBTA will use Weigh-in-Motion (WIM) technology on a pilot project on the Robert F. Kennedy Bridge (RFK) to hold truck owners accountable for exceeding their vehicle weight limits. TBTA is also implementing work zone speed camera technology to improve worker and vehicle occupant safety by discouraging speeding in work zones.
Dynamic Weigh Control Pilot Project on RFK Bridge
An amendment to the New York State Vehicle and Traffic Law has been made to authorize the use of WIM technology on the RFK Bridge as a pilot project. To protect the structural integrity of the RFK Bridge, WIM technology will be used to allow TBTA to safely and effectively enforce truck weight limits and issue fines to violators. This pilot project will deter overloaded trucks that are damaging the RFK Bridge from crossing the bridge.
WIM technology uses sensors in the roadway to weigh vehicles on the bridge while being filmed by nearby cameras to capture information that can accurately identify vehicles that have exceeded their permitted load. The WIM system requires an automatic test every day and a calibration check every six months.
Signs will be installed warning drivers of the use of the WIM system. Truck owners who exceed the maximum gross vehicle weight limit by 10% or more and/or exceed the axle load limit by 20% or more will receive a fine. If a truck violates both the gross vehicle weight limit and the axle load limit, the owner will be fined for each violation.
Speed limit control program for road works areas
The Work Zone Speed Enforcement (WZSE) pilot program, which was enacted into law in 2021, has been expanded for use by TBTA and extended through 2031. The WZSE program is designed to improve worker and vehicle occupant safety by discouraging fast driving in work zones. Speed cameras will be placed at work zones and maintenance areas to detect violations and issue fines to vehicle owners who exceed the posted speed limit by 10 mph or more.
Speed cameras are permitted on all TBTA bridges and tunnels. Cameras will operate and violations will only be recorded during work crew hours at roadworks sites. Signs will be posted in front of roadworks sites with speed cameras that are clearly visible to drivers.

Monday, October 6, 2025, from 6:00 PM to 9:00 PM and
Tuesday, October 7, 2025, 10:00 AM to 12:00 PM.
The public hearing will be held in a hybrid format with in-person participation as well as virtual participation via Zoom and conference calls; a live stream of the meeting will be available on the MTA YouTube channel.
