PUBLIC HEARINGS ON CAPITAL PROJECTS
The Metropolitan Transportation Authority, on behalf of MTA New York City Transit and its subsidiaries; MTA Long Island Rail Road; MTA Metro-North Railroad; MTA Construction & Development; and MTA Bus Company (collectively, the "MTA"), will hold a public hearing to solicit comment on the MTA's proposals for federal grants for fiscal year 2026.
These hearings will be held in a hybrid format, allowing for both in-person and virtual participation via the Zoom online platform and conference call feature, and will also include a live stream on the MTA's 2026 Capital Projects Hearings website.
The MTA receives federal funds from the Federal Transit Administration (FTA) of the U.S. Department of Transportation under sections 5307, 5309, 5310, 5337, 5339, and 5340 of Title 49, United States Code (49 U.S.C. 5300 et seq.), as well as under the Bipartisan Infrastructure Act (Surface Transportation Act and other federal appropriations). The Governor of New York State, local officials, and state-owned public transportation operators have designated the MTA as the recipient of these grants.
The requested funds are for the following categories of capital projects, described in more detail in the MTA Proposed Program of Projects. The MTA Program of Projects can be accessed at https://mta.info/2026-capital-projects-hearing or by calling the contact number below. The MTA invites private transit operators to participate in the discussion and welcomes their comments. Capital improvements under this program are generally completed on the MTA network or on state- or city-owned property and assets. Acquisition or relocation of property will be conducted in accordance with applicable law and regulations. The projects included in this hearing are part of the approved capital programs for 2020-2024 and 2025-2029.
Capital projects have been or are expected to be approved by Metropolitan Planning Organizations for the New York City metropolitan area and comply with the State Implementation Plan (SIP) as required by the Clean Air Act Amendments of 1990. The projects must not have significant adverse environmental impacts. If the FTA prepares a formal environmental impact statement for any of the proposed projects, the MTA will publish a public notice to make the statement available. All legal requirements regarding senior citizens and individuals with disabilities will be met. Any difference between the cost of the projects and the federal grant amount is expected to be covered by funds provided by one or more of the following sources: state funds, local funds, or affiliated agencies (such as MTA Bridges and Tunnels or MTA); credits for non-federal shares of projects derived from toll revenues under federal law (23 U.S.C. 120(i)), or the sale of property or program revenues.
In federal fiscal year 2025, the MTA received $925.4 million in Section 5307 funds, $1.221 billion in Section 5337 Maintenance funds, and $30.8 million in Section 5339 Bus and Bus Infrastructure funds. Federal fiscal year 2026 allocations are not yet available. Federal funds are generally subject to a 20% local match for most funding categories.
