Public hearings The Triborough Bridge and Tunnel Authority ("TBTA"), doing business as MTA Bridges and Tunnels, will hold a Statewide Administrative Procedures Public Hearing (SAPA) on proposed changes to 21 New York State Code, Rules, and Regulations (NYCRR) Section 1021.2, concerning vehicle restrictions and the monitoring of weigh-as-you-go violations. The public hearing will examine the public use, benefits, purposes, and application of these regulatory changes. Residents will also be given the opportunity to comment. Project Descriptions TBTA proposes regulatory changes to address the following issues: • Establishment of a Weigh-on-the-Move (WIM) violation monitoring system and establishment of a rate for the WIM violation monitoring system for exceeding weight limits; • Changes to vertical clearance requirements on TBTA bridges and tunnels; and • Fee for vehicles requiring new permits for special servicing of vehicles with excess dimensions and/or weight. Responsibility for the Robert F. Kennedy (RFK) Bridge Weigh-As-You-Go (WAY) Pilot Project The New York State Vehicle and Traffic Law (NYS VTL) was amended in 2025 to permit the use of WIM technology on the RFK Bridge to safely and effectively enforce truck weight restrictions and fine violators. The TBTA Board approved the project after a public hearing in October 2025. This amendment establishes that the vehicle owner's penalty for violating Section 385 VTL will be $650 per violation. Additional fines will also apply for late violations. Changes in vertical clearances on bridges and tunnels New York State Vehicle and Traffic Law §1621(c) requires that the permitted clearance on bridges and tunnels be one foot less than the measured clearance. The measured clearance height must be the minimum height of the bridge or structure when measured vertically from the roadway. The proposed changes to vehicle restrictions are intended to update §1021.2 of 21 NYCRR Code to accurately reflect the current clearance and width dimensions on TBTA bridges and tunnels and comply with this requirement. Changes in fares for vehicles requiring special services In 2026, the TBTA will begin processing permit applications for vehicles requiring special handling (oversize and/or overweight) using the Oversize and/or Overweight Vehicle Certification System (HOOCS). Vehicles approved to use TBTA facilities will pay an additional fee of $55 or the applicable Tolls by Mail rate, whichever is greater. The wording is in §1021. 21 NYCRR is being revised to change the fee for vehicles requiring special service.
