Metropolitan Transportation Authority on behalf of New York City Transit and its subsidiaries MTA Long Island Rail Road, MTA Metro-North Railroad, MTA Construction and Development , and bus operator MTA Bus Company (collectively, “MTA”), will hold public hearings to solicit input and comment on proposals for the implementation of federal grant funds received by the MTA for the 2024 federal fiscal year. The hearings will be held in a hybrid format with the possibility of in-person participation, as well as virtual participation through the online platform Zoom via conference call; A live webcast of the meeting is available on the MTA's 2024 Capital Projects public hearing website. The MTA receives federal grant funding through the US Department of Transportation's Federal Transit Administration (FTA) regulations 5307,5309,5337,5339 and 5340 Title 49 , USC 5300 et seq., Bipartisan Infrastructure Act (Surface Transportation and Other Federal Appropriations Act). The Governor of New York State, local officials, and operators of state public transportation systems have designated the MTA as the recipient of matching grant funds. The MTA is asking private transportation providers to provide their own comments. Capital projects aimed at optimizing transportation systems infrastructure in accordance with the specified program are implemented on the MTA network or on state or local property. The projects that will be discussed at the hearing are included in the already approved MTA Capital Construction Program for the periods 2015-2019 and 2020-2024. Capital projects are expected to be approved by the Metropolitan Planning Organizations serving the Greater New York region and comply with the State Implementation Plan (SIP) as required by the Clean Air Act Amendments Amendments Act 1990 The completed projects are not expected to have any significant adverse effects on the environment. If the FTA prepares a formal environmental impact report for any proposed project, the MTA will in turn issue a special notice making the report available to the general public. All legal requirements relating to senior citizens and citizens/persons with disabilities will be met. Any difference between the cost of the project and the federal grant amount is expected to be covered by funds made available by any or a combination of regional (state), local, and institutional (such as the MTA Bridges and Tunnels) ) or AIT) loans that are secured by a non-Federal share of financing and are funded from proceeds of fees and charges under Federal law (23 USC120(i)), from sales of property, or from program income. During the 2023 federal fiscal year, the MTA received $868.2 million under Section 5307, $1.155 million under Section 5337 State of Good Repair and $26.7 million. in accordance with section 5339 from funds for the maintenance of the bus fleet and bus infrastructure.
