PUBLIC HEARINGS ON CAPITAL CONSTRUCTION PROJECTS The Metropolitan Transportation Authority, on behalf of the New York City Transit Authority (MTA) and its subsidiaries, the MTA Long Island Rail Road, MTA Metro-North Railroad, MTA Construction & Development, and MTA Bus Company (collectively, the "MTA"), will hold a public hearing to solicit input on proposals to use MTA federal grant funds for federal fiscal year 2025. The hearing will be held in a hybrid format with in-person participation, virtual participation via Zoom, and conference call; a live webcast of the meeting is available on the MTA 2025 Capital Projects public hearing website. The MTA receives funding through federal grants under the Federal Transit Administration (FTA) regulations of the U.S. Department of Transportation, sections 5307, 5309, 5310, 5337, 5339, and 5340 of Title 49, United States Code (the "Code"), and Title 49, section 5300 et seq., of the Bipartisan Infrastructure Act (the Surface Transportation Act and other Federal appropriations). The Governor of New York, local officials, and operators of state public transportation systems have designated the MTA as the recipient of these grants. The funds will be used for the capital projects listed below, which are described in detail in the MTA Program of Projects. The MTA Program of Projects is available for review athttps://new.mta.info/transparency/public-hearingsor by calling the numbers below. MTA solicits comments from private transportation providers. Capital projects that improve transportation system infrastructure in accordance with this program will be located on the MTA network or on state or local property. Property acquisitions or relocations will be consistent with applicable laws and regulations. The projects to be discussed at the hearings are included in the already approved Capital Programs for the 2015-2019, 2020-2024, and 2025-2029 periods. The capital projects are expected to be approved by the Metropolitan Planning Organizations serving the Greater New York Region and are consistent with the State Implementation Plan (SIP) as required by the Clean Air Act Amendments of 1990. The completed projects are not expected to have any significant adverse environmental impacts. In the event that the FTA prepares a formal environmental impact statement for any of the proposed projects, the MTA will issue a special notice in which such statement will be made available to the general public. All legal requirements pertaining to senior citizens and persons with disabilities will be satisfied. It is expected that the difference between the cost of the projects and the amount of the Federal grant will be covered by funds provided from one or more of the following sources: State, local sources, agency (such as MTA Bridges and Tunnels or MTA), non-Federal share loans, toll revenues under Federal law (23 U.S.C. 120(i)); or from property sales and program income. For federal fiscal year 2024, the MTA received $914.9 million in 5307.1 billion, $5337 in State of Good Repair funds, and $29.8 million in 5339 funds for bus fleet and bus infrastructure maintenance. Federal FY 2025 matching funds are not yet available. For most funding categories, the federal match must generally be matched by a 20 percent local match.
