REQUEST FOR FEDERAL FINANCIAL ASSISTANCE FOR FEDERAL FISCAL YEAR 2025

The New Jersey Transit Corporation (hereinafter referred to as NJ TRANSIT), pursuant to the Infrastructure Investment and Jobs Act (IIJA), hereby gives notice of its intent to apply for federal financial assistance for federal fiscal year 2025, in an initial amount of federal fiscal year 2025 and federal fiscal year 2022, in the following programs: $719.195 million under 49 United States Code, Section 5307, for operational and financial assistance; $582.862 million under Section 5537, Maintenance; $50.162 million under Section 5339, Buses and Bus Infrastructure; $35.375 million from Title 49, United States Code, Section 5310, "Mobility Improvement for Aging and Individuals with Disabilities," to Section 5311, "Rural Transportation Program"; $705.208 million from the Federal Highway Administration Investment Fund; $310.230 million in discretionary or competitive funding; $3.850 million from the Congressional/Democratic 7 Community Projects Funding Programs; for a total of $2,416.882 million.
Federal revolving funds for local programs will be supplemented, as necessary, by funds provided by the State of New Jersey and local beneficiaries in accordance with federal and state guidelines. NJ TRANSIT intends to provide the non-federal share of capital projects through transportation infrastructure loans or financing from the Transportation Trust Fund and other eligible sources. The federal program for federal fiscal year 2025 is presented below.

A. Acquisition of property/Environmental, economic and social aspects
Any acquisition of property and relocation that may be required will be conducted in accordance with applicable statutory and regulatory requirements. Social, economic, environmental, and relocation studies will be conducted as required by law. Where required by applicable statutes and regulations, due process will be conducted, justifications may be provided at a public hearing, and an opportunity for further appropriate comment will be provided. Prior to the implementation of any project, NJ TRANSIT may, if necessary, prepare an Environmental Assessment or Environmental Impact Statement in accordance with Federal environmental laws and regulations. The availability of this document will be made known by publication in the same manner as this notice. NJ TRANSIT will comply with and adhere to all Federal laws and regulations pertaining to the maintenance of property owned by or listed on the National Register of Historic Places.
B. Integrated planning
NJ TRANSIT projects are developed in consultation with the following planning organizations: the North Jersey Transportation Planning Authority (NJTPA), which is the authorized Metropolitan Planning Organization (MPO) for the cities and towns of northeastern New Jersey; the Delaware Valley Regional Planning Commission (DVRPC), which is the authorized MPO for Camden, Mercer, Burlington, and Gloucester Counties; and the South Jersey Transportation Planning Authority (SJTPO), which is the authorized MPO for Cumberland, Salem, Atlantic, and Cape May Counties. MPOs review formulas to make local decisions on proposed projects. Projects are developed in consultation with appropriate long-term, interested citizens, and private bus service providers.
C. Participation of private enterprises
Through strategic planning processes with MPO leadership and potential communications with NJ TRANSIT regarding private transportation, NJ TRANSIT continues to discuss with private transportation providers regarding participation in the capital planning program. Additionally, NJ TRANSIT also encourages private sector participation in the development and implementation of public transportation in New Jersey.
D. Elderly people and people with disabilities
The service to be provided will be the NJ TRANSIT program for reduced fare rail and interstate and intrastate bus transportation for seniors and persons with disabilities. Every effort will be made to plan and develop program details, including publicly accessible schedule information, taking into account all methods of special needs of seniors and persons with disabilities.
E. Public Contribution
NJ TRANSIT invites the public to comment on the above projects and the effectiveness of the work being done. Requests for additional information on the NJ TRANSIT project program, written comments, or requests for a public hearing should be sent to: Rocio Munoz, Director, Open Records and OPRA Compliance, NJ TRANSIT, 265-269 Market Street, Newark, New Jersey 07102 by July 9, 2025.
Based on comments received on the report during the review and information submission period, NJ TRANSIT may make changes to the above program prior to final submission to the Federal Transit Administration (FTA) and in accordance with the provisions of the ETA and other FTA decisions. Public Hearing. The final program for projects funded by approved grants under Sections 5307 and 5339(a) in Federal Fiscal Year 2025 will be posted on the NJ TRANSIT website.
