NEW JERSEY TRANSIT CORPORATION REQUEST FOR FEDERAL FINANCIAL SUPPORT FOR FEDERAL FISCAL YEAR 2024 The New Jersey Transit Corporation (hereinafter referred to as NJ TRANSIT), pursuant to the Infrastructure Investment and Jobs Act (IIJA), the Fixing America's Surface Transportation (FAST) Act, and the Moving Forward Act for the 21st Century (IDA 21), hereby notifies of its intent to apply for Federal financial assistance for FY 2024, to carry forward unused funds for FY 2023, FY 2022, and FY 2021 from the following programs: $893.587 million under 49 USC Section 5307 for operational and financial assistance; $115.800 million under Section 5337 Maintenance; $19.596 million under Section 5339, Buses and Bus Infrastructure; $16.747 million under Title 49 USC Section 5310, Improving Mobility for the Elderly and Individuals with Disabilities, and Section 5311, Rural Transportation Program; $25.024 million under Section 5309 of the Full Financing Agreement (FFGA); $329.817 million from the Federal Highway Administration Investment Fund; $29.860 million in discretionary or competitive funding for a total of $1.430 billion. Federal revolving funds for local programs will be supplemented as needed by funds provided by the State of New Jersey and local beneficiaries in accordance with federal and state guidelines. NJ TRANSIT intends to provide a non-Federal share of investment projects through transportation infrastructure loans or financing from the Transportation Trust Fund and other eligible sources. FEDERAL PROJECT IMPLEMENTATION PROGRAM FOR FEDERAL FISCAL YEAR 2024
A. Property acquisition/Environmental, economic and social aspects Any acquisition of property and change of location that may be required will be carried out in accordance with relevant legal and regulatory requirements. Social, economic, environmental and relocation considerations will be examined as required by law. If required by applicable laws and regulations, interim results of such studies may be presented at an upcoming public hearing and an opportunity for further public comment will be provided. Before implementing any project and to the extent necessary, NJ TRANSIT may prepare an Environmental Review or Environmental Impact Statement in accordance with federal regulations and rules. The availability of this document will be made known by publication in the same manner as for this notice. NJ TRANSIT will comply with and adhere to all federal laws and regulations relating to structures or properties included in or listed on the National Register of Historic Places. B. Comprehensive planning NJ TRANSIT projects are developed in collaboration with the following planning organizations: the North Jersey Transportation Planning Authority (NJTPA), which is the designated Town Planning Organization (TPA) for the urban communities of northeastern New Jersey; the Delaware Valley Regional Planning Commission (DVRPC), which is the commissioning MPO for Camden, Mercer, Burlington and Gloucester counties; and the South Jersey Transportation Planning Organization (SJTPO), which is the designated MPO for Cumberland, Salem, Atlantic and Cape May counties. LPOs are forums for local decision-making regarding proposed projects. Projects are developed in consultation with elected officials, concerned citizens and private bus service providers. C. Participation of private enterprises Through a comprehensive planning process led by the MPO, as well as ongoing communication with NJ TRANSIT management regarding private carrier issues, NJ TRANSIT continues to engage with private carriers regarding their participation in the capital program. In addition, NJ TRANSIT also maximizes incentives for private sector participation in the development and implementation of public transportation in New Jersey. D. Elderly and persons with disabilities Those services that will be provided will be consistent with NJ TRANSIT's program of reduced interstate and intrastate rail and bus fares for seniors and persons with disabilities. Every effort will be made to plan and develop program details covering public accessible infrastructure, with careful consideration to the special needs of older persons and persons with disabilities. E. Public Input NJ TRANSIT invites public comment on the above projects, as well as the effectiveness of the work being carried out. Requests for additional information on the NJ TRANSIT project program, written comments and/or requests for a public hearing should be directed to Secretary Rocio Munoz, Director of Open Records and Open Public Information Act (OPRA) Compliance, NJ TRANSIT, One Penn Plaza East, Newark, NewJerseyO7105-2246 until August 30, 2024 Based on comments received in response to this notice and the information provided, NJ TRANSIT may make changes to the above program prior to final submission to the FTA and, in accordance with FTA regulations, will determine whether a public hearing is necessary. . The final program for projects funded by approved Section 5307 and 5339(a) grants in Federal Fiscal Year 2023 will be published on the NJ TRANSIT website.
